The Coverage Concept looks similar to existing service, as all the areas currently served would continue to receive service, with additional new areas incorporated into the network. However, this results in service being distributed more thinly. The FLEX zone can provide lifeline access within Thermalito where there are no fixed bus routes in this concept.

In the Ridership Concept, many areas served by the current network would no longer be served. Instead, resources are focused to enhance those corridors with the highest ridership potential. Higher frequency corridors provide more reliable and useful service to people who are most likely to use transit and provides more access to important destinations.
